Aaron Bastian & Celeste Racette — Wichita Sales Tax Proposal

February 9, 2026

Wichita Sales Tax Proposal

Join us for a point-counterpoint discussion on Wichita’s proposed sales tax increase. Aaron Bastian will outline the proposal advanced by Wichita Forward, including its goals to lower certain taxes, support first responders, and expand services for individuals experiencing homelessness. In response, Celeste Racette will present arguments against the measure, raising concerns that the plan is too large, too rushed, and too vague for voters to evaluate fully.

Aaron Bastian is President and CEO of Fidelity Bank, leading the fourth generation of family leadership. Since joining the organization in 2007, he has held senior roles across multiple markets and guided the bank through significant growth and its charter conversion. He is a Wichita Rotarian and co-chairs the Greater Wichita Partnership Board of Directors.

Celeste Bogart Racette holds an accounting degree from the University of Kansas and an MBA from Wichita State University. She spent 25 years in banking as an Accounting Officer, Chief Internal Auditor, and FDIC Bank Examiner. Celeste has been recognized with numerous community awards including Rotary Paul Harris Fellow, Civitan Club Citizen of the Year, Lowe’s Heroes, Presbyterian Women Lifetime Membership, and a congressional recognition from Vice President Mike Pence. She currently serves as President of Wichita Area Sister Cities and Treasurer of the P.E.O. Wichita Council, and has held multiple leadership roles at her church as Trustee, Elder, Deacon, PNC, and APNC.
